The issue in this case is whether a civil service commissions jurisdiction has been invoked under section 143.010(b) of the Texas Local Government Code if a fire fighters or police officers notice of appeal fails to allege the basis of the appeal. We hold that a civil service commissions jurisdiction is not invoked unless a fire fighter or police officer files a notice of appeal with the commission within ten days after the occurrence of the action being appealed and unless the notice contains at least one of three statements required under Tex. Loc. Govt Code Ann. Â§ 143.010(b).
